Ross Foard

Ross Foard is a senior engineer with over 25 years of commercial and public sector cybersecurity and identity and access management experience. He has expertise in the architecture and technical integration of several security domains and capabilities including Identity, Credentials and Access Management (ICAM), Cryptography, Data Protection, and Zero Trust Architecture (ZTA).

Ross is co-chairman of the Federal CISO council Federal ICAM Sub-Committee (ICAMSC), the principal inter-agency forum for identity management, secure access, authentication, authorization, credentials and lifecycle management. He is the government chair of the Advanced Technology and Research Corporation (ATARC) Identity and Access Management Working Group whose goal is to identify, understand, and provide strategic recommendations for challenges and barriers affecting the broader US Federal Community’s ICAM deployments and offerings. He is a member of the Fast Identity Online (FIDO) Alliance Government Deployment Working Group (GDWG) which is focused on accelerating enterprise deployments of phishing-resistant credential solutions by government organizations. Ross is the co-lead on the Federal Mobility Group (FMG) Derived PIV Working Group (DPIVWG) which shares information across federal agencies about industry practices in adopting phishing-resistant authenticators.

Ross helps agency leaders, program managers and engineers understand how to identify and prioritize cybersecurity risk and continuously mitigate that risk through a focus on identity and access management of people and things, cryptography and ZTA.
