1942: President Roosevelt Limited COMINT Activities to the Army, Navy, & FBI.

In a memorandum to the Director of Budget dated 8 July 1942, President Roosevelt limited cryptanalysis activities to the Army, Navy, & FBI, and ordered that the cryptanalytic units of the FCC, OSS, and Director of Censorship be terminated.
