Dr. Louis W. Tordella, D/DIRNSA, presented a letter of appreciation to Wallace R. Winkler upon the occasion of his retirement from government service after nearly thirty years. The letter read in part, "Your forthrightness and integrity have given you a unique reputation as a trusted confidant of all parties involved in actions and I am sure the qualities which have earned you the admiration and trust of your professional associates over the years will insure success in this new phase of your life.... You have done much to improve the level of understanding and exchange between and among agencies.....The United States government and the Intelligence Community are losing the service of a very valuable and knowledgeable participant......You will be sorely missed at all levels." (Mr. Winkler was the Senior Defense Intelligence Agency Representative to NSA/CSS.)
