Dr. Sipcic is an Oracle executive with over 20 years of experience leading digital modernization and cybersecurity initiatives across the Intelligence Community and the Defense sector. A former university professor with a PhD from MIT in applied mathematics, she champions STEM education and cyber literacy as vital to national security.

Dr. Radica Sipcic is a national security and technology executive with over 20 years of experience delivering innovation to the Intelligence Community, Department of Defense, and key federal agencies. She currently holds a senior leadership position at Oracle, where she supports mission-critical initiatives in secure cloud computing and artificial intelligence (AI) in alignment with national security priorities.

Prior to Oracle, Dr. Sipcic held executive roles at Amazon Web Services (AWS) and Accenture Federal Services. At AWS, she advised federal civilian and national security leaders on digital transformation, overseeing cloud and cybersecurity modernization efforts. During her 17-year tenure at Accenture, she led the multi-year transformation of the Defense Counterintelligence and Security Agency, scaling the program from startup to over $100 million in value. She also shaped cloud adoption strategies across defense and intelligence markets and led initiatives that identified more than $400 million in potential supply chain savings for the Defense Logistics Agency.

Dr. Sipcic is a trusted advisor to senior government stakeholders, with recognized expertise in cloud modernization, AI strategy, cybersecurity policy, and public-private partnerships. She has briefed national security leaders, spoken at government and industry events on digital transformation, and supported federal workforce development efforts, including the Department of Energy’s CyberForce Competition.

A former university professor, Dr. Sipcic holds a Ph.D. in applied mathematics from MIT, with deep expertise in complex systems, data modeling, and analytics.
