[Glen Burnie, MD — September 12, 2026] - The National Cryptologic Foundation (NCF) is pleased to announce the appointment of three new members to its Board of Directors: Sandra Joyce, David Lashway, and Yvette Cesario. These appointments come at a decisive moment as the Foundation accelerates its tactical Organizational Plan to build a smarter, safer cyber world by strengthening the nation’s cybersecurity education and workforce readiness.
The new board members join the NCF as it works to become the nation's leading connector for cyber literacy and cryptologic engagement, ensuring every new generation of cyber leaders is inspired and that the US maintains its innovative edge.
Sandra Joyce joins the board as a renowned cybersecurity leader with 27 years of intelligence experience. She currently leads Google Threat Intelligence and is a retired U.S. Air Force Reserve officer. “The future of this nation will be secured by those working at the intersection of technology and intelligence,” said Ms. Joyce. “We must invest in the next generation of leaders who are facing new challenges of unprecedented scale and speed. It’s an honor to serve this community of quiet professionals who work so tirelessly to ensure our nation's safety.”
David Lashway is a member of the global Executive Committee and co-leader of the global Privacy and Cybersecurity practice at Sidley Austin LLP. He is widely recognized as a leading adviser for crisis management, national security, misinformation, and trade secret theft. “I am delighted to serve the NCF and its important mission,” said Mr. Lashway.
Yvette Cesario serves as Managing Director for National Security at Amazon Web Services (AWS). With over 18 years of advocacy for the National Security community, Ms. Cesario was a founding member of the AWS National Security Team and has played a key role in the Intelligence Community’s strategic adoption of commercial cloud services. “The pace of innovation of emerging technologies is accelerating threats at a scale and speed we've never seen,” said Ms. Cesario. “Meeting this moment demands radical partnerships between government, industry, and academia, and a rich pipeline of talent. The National Cryptologic Foundation is essential to growing the next generation of professionals this mission requires.”
