As a member of the US Army Signal Intelligence Service Unit – Mr. Richard joined the Central Bureau in Australia in the early days of World War II. He trained at the Central Bureau at Monmouth, and later, while at the Central Bureau, broke the Japanese Army high-level cipher system and contributed to the solution of other Japanese systems. For this, he was awarded the Legion of Merit. He was discharged from the Army in 1946 and joined the Army Security Agency as a cryptanalyst.
